Resolution on Iraq and Palestine Adopted

    The council of the Arab Inter- Parliamentary Union:

    - Convinced that the Arab Nation has been recently exposed to a fierce and aggressive onslaught which is steadily growing more ferocious and tense, manifesting it self quite clearly in the synchronization of the savage war Israel has been waging against the Arab Palestinian people with the fever of military and political preparations which aim at launching aggression against sisterly Iraq under flimsy and groundless pretexts,

    - Also convinced that this ferocious aggressive onslaught threatens the very existence, doctrine, future, security, sovereignty and borders of the Arab Nation and in reality aims at:

    • Foiling the uprising (intifada) of the Arab Palestinian people and compelling them to give up the idea of liberating their usurped land and regaining their inalienable rights foremost among which being their right to setting up their national independent state, with holy Jerusalem as its capital. This onslaught also aims at implementing the Israeli expansionist scheme.

    • Isolating Iraq from its Arab surrounding and destroying this country in addition to plundering its resources and changing its regime.

    • Threatening Syria and Lebanon and other Arab countries with a view to compelling them to accept American-Israeli schemes which aim at drawing up a new geopolitical map for the region in a way that ensures full American control of Arab oil resources and guarantees a position of supremacy for Israel in the region.

    - Realizing the national responsibility shouldered by Arab Parliaments and Arab Councils under these critical circumstances, and being fully aware of the dangers posed by American threats to launch a war against Iraq and their consequences on Arab National security as a whole, and being aware that these threats render at the same time a great service to Israeli interests,

    - Reconfirming the resolution of the Arab Summit held recently in Beirut regarding the Palestinian Question and the situation in Iraq, as well as the responsibility of Arab governments on Pan-Arab Level specially the achievement of true Arab reconciliation that will ensure the regaining of cohesion of Arab Solidarity and drawing up a pan-Arab strategy for preserving and protecting Arab national security in the face of the challenges and dangers that threaten all Arab countries,

    - Taking note of the UN charter and principles of International Law regarding relations between countries as well as the UN General Assembly definition of aggression enshrined in resolution 3314 of 1974 and principles of International Declaration for Human Rights, and calling for the reinstatement of the role of the UN and its organizations in the relations between countries,

    - Issuing from the unity of objectives, destiny and common interests for all Arab countries as well as the inevitability of unifying Arab ranks on the basis of cooperation, equity and mutual respect and the need to defend Arab causes and holy shrines,

    - Bringing attention to the grave challenges resulting from the disruption of the balance of international powers and the emergence of a unipolar power that tries to impose its hegemony on the world, and the prevailing of selectivity and double standards in dealing with the principles of world legitimacy and their implementation as well as with the resolutions passed by its organizations,

    - Referring to the fact that the savage war waged by Sharon government against the Arab Palestine people and the repercussions of the occupation of Palestinian territories as well the American preparations to launch aggression against Iraq threaten the stability of peace and security in the region and the world and leads to grave human catastrophies,

    - Considering the American threats and preparations to launch a war against Iraq to topple its regime a flagrant violation of the UN charter and principles of international law and the rights of people to self-determination, and considering that this act is a grave precedence in international relations that replaces the role of the UN and brings the world back into the law of jungle,

    - Reiterating all resolutions passed by the Union's Council's and conferences on Iraq and the Palestine cause…
    has taken the following resolution:

    I - On the situation in Iraq

    1. The Council reconfirms full solidarity of Arab Parliaments and Councils with the people and leadership of sisterly Iraq and stresses the need to defend the unity of the people and land of Iraq and preserve its independence and national sovereignty. It also reiterates its rejection of all forms of regional and international intervention in its internal affairs;
    2. The council categorically rejects and vehemently denounces American preparations and threats which aim at launching a war against Iraq under flimsy and groundless pretexts and considers any aggression against Iraq as an act of aggression against the Arab nation as a whole and a threat against the national security of all Arab countries as well as a flagrant violation of the UN charter and international law;
    3. Requests the UN Security Council to immediately and unconditionally lift the embargo imposed on Iraq. It also requests the canceling of the no-flight Zones in the north and south of Iraq since this air embargo is not based on any UN resolution and since it represents a violation of Iraq’s national sovereignty and the unity of its territories;
    4. Calls upon all Arab governments to condemn and denounce any aggression launched by any party, and reiterate their rejection of using their lands as a base or route for launching an act of aggression against sisterly Iraq.
    5. Requests all Arab governments to exert all efforts to lift the embargo imposed on Iraq and end the suffering of the Iraqi people and support Iraq’s diplomatic efforts at regional and international levels to refute the unjust charges which threaten this country and foil preparations for launching aggression against it.
    6. The council lauds Arab unanimous stands expressing full solidarity with Iraq and rejecting any aggression against it.
    7. Also lauds the brave stands denouncing aggression against Iraq expressed by several countries in the world, including the majority of permanent members in the UN Security Council and many other countries in Asia, Africa, Latin America and Europe in addition to many parliamentary organizations and civil society bodies in various parts of the world;
    8. Calls upon world community, governments, parliaments and organizations to unify all efforts in the opposition of aggression against Iraq; and to exercise all possible pressure to stop preparations for this aggression and to prevent the outbreak of a destructive war whose consequences are so difficult to predict and to avert a grave human catastrophe in the region;
    9. Reiterates the call for the resumption of negotiation between Iraq and the UN and highly appreciates Iraq's initiative to invite the head and experts of the committee of international inspectors to visit Iraq and conduct technical talks with a view to reaching a comprehensive solution for the dispute in accordance with the UN Security Council resolutions;
    10. Welcomes the invitation extended by the Iraqi National Council to the Speakers of both the Senate and the House of Representatives in the American Congress to send a delegation comprising members from both bodies together with any experts they choose to appoint to visit Iraq with a view to acquainting themselves with facts and realize the non - existence of mass destruction weapons;
    11. The Council expresses satisfaction at Iraq's commitment to respect the independence, security, and sovereignty of the sisterly state of Kuwait and the guaranteeing of the integrity of its territories, and considers this commitment a constructive contribution towards creating a more positive atmosphere for achieving a reconciliation between the two brotherly countries.
    12. Demands the stripping of Israel of all mass destruction weapons in accordance with article 14 of Resolution No. 687 which provides for the of such weapons from the Middle East region stresses its rejection of selectivity and double standards in the implementation of the UN and security Council resolutions.
    13. Calls for the mobilization of Arab masses and their struggling vanguards, national conferences, parties, tradeunions and civil society organizations to provide more support for Iraq and express solidarity through all means of expression and pressure and work for the mobilization of world public opinion and decision-making centers to frustrate the American aggressive preparations against Iraq and to coordinate efforts in this regard with all forces of good, justice, and peace which stand against aggression and hegemony.
    14. The Council authorizes the chairmanship of the Union and its General Secretariat to organize Arab parliamentary delegations to be urgently sent to have talks with the European Parliament and some other parliaments including the American Congress with a view to discussing the American threats against Iraq.
    15. Calls upon the General Secretariat of the Union to send the final communiqué to the Arab league, the UN Security Council, the Inter-Parliamentary Union, regional parliamentary unions, the American Congress, the British House of Commons, the Russian Duma, the French National Assembly, the Chinese people's Assembly as well as all congresses and tradeunions in the Arab world, the Islamic world, and Arabs living in foreign countries.

    II - On Palestine

    1. The Council expresses its deep concern over the very serious situation the Arab Palestinian people are living under as a result of the comprehensive and programmed destructive war launched by the Israeli occupation forces. The Council, also, expresses vehement condemnation and denunciation of this war in which Israel uses all kinds of weapons to destroy Palestinian institutions, liquidate the intifadda, and suppress the spirit of resisting occupation in addition to continuing its policy of settlement, assassination, house-demolishing, arrests, creating buffer zones, destroying Palestinian territories, imposing strict economic blockade and mass deportation.
      The Council also holds Israel fully responsible for its aggression and savage practices against the Arab Palestinian people and their National Authority as well as for all consequences of this war in the form of destruction and human and economic losses and considers this aggression a flagrant violation of International law and all world conventions and traditions.
    2. Extends a greeting of pride and appreciation for the steadfastness of the Palestinian people and their brave intifada, and asks God to bless the souls of the Intifada martyrs. The Council also expresses its full support for the struggle of the Palestinian people and their legitimate leadership and National Authority as well as for their decision to continue their resistance of occupation and their confrontation against state terrorism and the Israeli policy of suppression and aggression in their defense of their legitimate national rights, including the right of refugees to repatriation , compensation , and setting up their independent Palestine state, with holy Jerusalem as its capital, on the Palestinian national soil with full Palestinian sovereignty on Al-Haram Al-Shareef ( Holy Shrine ) in accordance with the UN Security Council and UN General Assembly resolutions, specially resolutions No: 181,194,242,338,478 .
    3. The Council denounces the arrest of two Palestinian Parliamentarians, Marwan Al-Bargouthi and Abdul Rahim Malouh by the Israeli Occupation forces and considers such arbitrary arrests as evidence of how far is the occupation government from respect and observance of all democratic and world legitimacy principles, it calls all parliaments in the world to denounce this flagrant violation of parliamentarians' human rights and parliamentary immunity and work for the immediate release of these two parliamentarians together with all detainees .
    4. The Council requests all Arab governments and organizations to provide all kinds of moral and material support for the struggle of the Arab Palestinian people and their brave resistance of the Israeli occupation and to take all necessary measures that could contribute to boosting Palestinian economy and its infra-structure in order to consolidate the steadfastness of the Palestinian people on their land as well as to frustrate the Israeli schemes which aim at emptying Palestinian territories from their citizens.
    5. The Council reconfirms its appreciation of the Arab peace initiative adopted by the Arab Summit held in Beirut late March 2002 and expresses its full support for this initiative. It also calls all Arab Countries to try and win regional and international support for this balanced initiative which has come in line with the world legitimacy resolutions on the Arab - Israeli conflict as well as with the new changes the region has recently witnessed.
    6. The Council demands that the UN, specially UN Security Council and all governments in the world condemn the savage war which Israel is waging against the Palestinian people, and call upon all of them to take the necessary measures to stop this war immediately and ensure international protection for the Palestinian people.
    7. The Council denounces the American absolute bias towards Israel and the American one - sided interpretations of the realities of the situation in the Middle East, specially the American administration's ignoring of the fact that the Israeli occupation of Palestine is the root cause of the conflict in the region. The Council also strongly denounces the American administration's attempts to change the course of its war against terrorism in a way that serves the interests of the Israeli occupation and the state terrorism practiced by Israel in the occupied Palestinian territories as well as America's deliberate mixing up between terrorism and the legitimate right of people to resist occupation using all possible means and its accusing Islam of encouraging terrorism. The Council, also, condemns the American administration's putting resistance organizations on terrorism lists and its policy of selectivity and double standards in the implementation of the UN resolutions on the Middle East.
    8. The Council condemns Israeli threats against Syria and Lebanon and reiterates its solidarity with them in their struggle to restore their occupied territories in the Golan to the 4th June lines of 1967 and in the Lebanese Shabaa farms and Kufur Shaba hills. The Council considers any aggression against Syria and Lebanon as an act of aggression against the Arab Nation and demands that all Lebanese prisoners in Israeli jails be released.
    9. The Council calls Arab governments to stop the steps of normalization with Israel as well as all forms of dealing and communication with it. The Council calls these governments to be fully committed to the rules of Arab boycott against Israel until it stops its savage war against the Arab Palestinian people and withdraws from all occupied Arab territories and declares its full complying with the world legitimacy resolutions.
    10. The Council calls the chairmanship of the Arab Inter-Parliamentary Union to quickly implement the resolution of the recent 10th conference (Khartum, Feb, 2002) which calls for dispatching Arab Parliamentary delegations to some capitals in the world to explain the realities of the situation in the Middle East and the danger of the war Israel is launching against the Arab Palestinian people on security and peace in the region and the world.
