Arab Inter-parliamentary Union

The 44th Emergency Session of the Council
of the Arab Inter- Parliamentary Union
Damascus , 2/november/2003

Address of Good Will Directed To The American People
And Their Various Institutions

The Arab parliaments and Shura councils express their regards to the American people and appreciate their civilized role, but are at the same time stunned at the steadily growing discrepancy in the relations and feelings between the American people and the Arab people.
This discrepancy is not in the interest of both peoples and it should not continue like this. Therefore, it is necessary to use all ways, means, and mechanisms that could help in avoiding the nourishing of this discrepancy and to take all the necessary measures to stop it so that it would become quite possible to go back to the good, growing and positive relations, with a view to building a stable, growing and developed world.
- Our people feel that there are certain groups that endeavor to build a racist wall to separate us from the American people in the same way Israel is now building a wall in reality in Palestine, a wall which is built on our land and at the expense of our feelings and common interests. We call upon the wise people in the Congress, universities, the various media organs, and American individuals as well as the various American civil organizations to destroy this wall and its foundations before it is completed as then it would become quite impossible to see what happens beyond being fully aware of its grave consequences which could manifest themselves in human disasters and catastrophes which afflict those on both sides of the wall in the long run.
- We do not call you to distance yourselves from Israel or to cease protecting it, but we call you to observe justice, equity, and the implementation of the democratic principles you embrace in solving the Arab-Israeli conflict.
- The repeated times you used the American right to Veto in the interest of Israel at the UN Security Council against the voting of majority of the Council clearly indicates that you, foreign policy totally ignores the attitude of the majority of the world community as well as, the fact that the realization of the democratic principles which you defend requires the respect of the decisions of the majority.
- The fact that the U.S.A was the only state that voted in the interest of Israel in the UN General Assembly against the great majority of the international community also clearly denotes that your foreign policy ignores the majority of the international community and the democratic principle which you call upon us to follow.
- The entering of Iraq by America without taking into consideration the attitudes and advice of the other UN members, and under pretexts which have not been substantiated yet, clearly indicates your ignoring of the will of the majority of the world community as well as the democratic principles you call for…!

- Every year you celebrate your "Independence Day" which came as a result of long resistance and great defense on your part. Today, you stand against Palestinian organizations and groups which are fighting against the usurper of their lands who is demolishing their houses, killing their children and driving their families homeless; yet you accuse them of terrorism and confiscate their money while their only mistake is that they are fighting against those who occupied their land more than 50 years ago.
- America always prides itself on its readiness to help peoples emancipate themselves from colonization, occupation, and persecution, but its attitude vis-à-vis the Palestinian resistance which combats the Israeli occupation raises more than one big question mark!!
- America used all ways and means to resist Arab economic boycott against Israel which occupied Palestine and different parts of the Arab World. Recently, the American House of Representative has issued a resolution to boycott Syria economically and prevent it from receiving any aids from America, prohibiting the exporting of any commodity for Syria, depriving it from getting allocations for export and trade, and removing its name from any commercial list or any US investment inside Syria.
- You send your army to be stationed in the north of Japan, Germany, and other countries. This is of course done through the approval of the legislative and executive authorities of these countries, but you issue an Act for "Syria Accountability" to punish Syria and ask her to order her soldiers to leave Lebanon, though their presence there was approved and requested by the legislative and executive authorities of that generous country. Their presence there is quite similar to your presence in Japan, Germany and other countries.

- Some American military circles are criticizing Iraq's neighboring countries for their inability to prevent infiltrators from their lands from entering Iraq, an allegation which lacks objectivity and has not been substantiated yet. You know that there are borders between America and Mexico. America has mobilized and developed financial and technological potentialities to prevent infiltration across borders and drug trafficking which is destroying its young generation. The question which is raised, in this regards, therefore, is: has America , with all these huge resources, managed to stop that infiltration? So how can America criticize others for something America itself could not achieve in spite of all its developed potentialities !!???
- The American House of Representatives asks Syria to stop the development of short - range missiles while all know that Israel, encouraged and supported by America, possesses an immense arsenal of nuclear bombs, missiles and other weapons. This clear contradiction in the American stands which embodies the double - standard policy leaves Arab people so stunned.
- However, we do not want to continue talking about the cases of tension resulting from the foreign policies pursued by your distinguished country or from some resolutions adopted by the Congress of your country, for what has been mentioned represents only a very small part. We call you and the American people to conduct a continued dialogue between our people and your people and to jointly work for the establishment of mechanisms and means which can improve the positive relations between our Arab peoples who yearn for peace and the distinguished American people.
- This address which is immediately directed to your carries an initiative of good will on the part of our Arab peoples to the great American people and sheds light on what causes agony for us as a result of the stands and practices of your administration. We do hope that this initiative will trigger a genuine response on your part to be followed by positive steps we both take and these should be of far - reaching effects. In this regards, we propose the formation of a Joint Committee for a dialogue comprising some members of the Arab Inter-Parliamentary Union and some American congressmen to start the establishment of a sound basis for a positive and constructive dialogue between the two parties which aim at working for the interests of our peoples and achieving our joint interests.
- Let us start today, not tomorrow.
With our best regards.
