Statutory Meetings
Of The Arab Inter- Parliamentary Union
Khartoum , 7 - 10 February 2002
The Arab Inter - Parliamentary Union ( AIPU ) held it's Statutory meetings in Khartoum , capital of Sudan from 7 to 10 February , 2002 . The meetings included the convocation of the 40th session of the AIPU Council and the Union’s 10th conference .
Here is a brief account of the actualities and main results of both the 40th Session of the Union's Council and its10th Conference .
I - The 40th Session of AIPU'S Council
The Session was held on February 7th , and was attended by delegations representing the national groups in the following countries :
Jordan , Emirates , Bahrain , Tunisia , Algeria , Djibouti , Saudi Arabia , Sudan , Syria , Somalia , Iraq , Oman , Palestine , Qatar , Kuwait , Lebanon , Arab Jamahiriya , Egypt , Morocco , Mauritania Yemen .
Representatives of several Arab and regional organizations also took part in the meetings as observers .
The council's Session adopted several decisions concerning administrative and financial matters , the most prominent of which were the following :
1 - The transition of the Union's presidency from the Algerian National Group to the Sudanese National Group . Mr . Ahmad Ibrahim Al - Taher , speaker of the Sudanese National Assembly was unanimously elected as the AIPU'S President for two years period .
2 - the adoption of the report on the Union's state and the proposals on the Union's reform , submitted by Mr.A.Bensaleh, the outgoing president of the AIPU .
3 - The adoption of the Union's program of work and the Union's budget of 2002 .
4- The adoption of the agenda of the 10th Conference

II- The meetings of the 10th conference
The meetings of the 10th Conference lasted two days (9&10 February 2002) . Delegations from the Parliaments of the already mentioned countries , and representatives of several observer organizations took part in the Conference .
The Inaugural session of the Conference was held under the auspices of H.E.Omar Hassan Al-Bashir , President of the Republic of Sudan .
The main items on the conference agenda dealt with the following subjects :
- Support of the struggle of the Palestinian people and their Intifadah;
- The Unified Arab Parliament – the executive steps to setup this parliament ;
- Role of Arab Parliamentarians in combating terrorism ;
- Migration of Arab Minds ;
- Questions relating to the 107th IPU conference to be held in Marakesh (mid March 2002 ) ;
- Reports of specialized committees and bodies ;
The conference listened to the interventions of the heads of parliaments and heads of delegations about the political and social situation in the world and in the region .
Several committees held their meetings in the framework of the conference to discuss those items of the agenda referred to them by the conference .
At its closing session , the conference adopted its final communique and several other resolutions , the most prominent of which are the following:
- A resolution calling for strengthening solidarity among arab countries
- A resolution on solidarity with and support of the Palestinian people and their heroic Intifadah ,
- A resolution on solidarity with and support of Syria , Lebanon , Iraq , Kuwait , Libyan Jamahiriya , Sudan , Emirates , Morocco , and Somalia
- A resolution on making the Middle East an area Free from nuclear weapons
- A resolution on the condemnation of all forms of terrorism and calling for international collaboration in combating this wicked phenomenon.
- A resolution calling for taking the necessary steps to set up the Unified Arab Parliament ,
- A resolution on the migration of Arab minds which stresses the necessity to strengthen the ties between Arab migrants and their countries and to make use of those migrants in the field of investments and technology .
The conference also adopted
- The report and the recommendations submitted by the parliamentary Panel of the Common Arab Market , which calls for hastening the measures aiming at the realization of this important pan-Arab goal ;
- The recommendations contained in the Report of the committee on the Questions of Women .
