The 14th Emergency Conference of
The Arab-Inter Parliamentary Union
On Israeli Aggression Against Gaza
And the Means to Support the Steadfastness
Of the Palestinian People
- Extends greetings of pride and reverence to the brave Gaza citizens who are facing the ferocious Israeli war-machine and confronting the Zionist genocide war, which is being waged under a USA cover in particular, with the steadfastness and indomitable will of struggling heroes who have devoted themselves to bravely defending their homeland and their cause utilizing simple and primitive means which are not in the least proportionate with the means of devastation and destruction the treacherous enemy possesses. The Conference also prays to God to pour out His mercy and blessings on the souls of the martyrs who have fallen and are still falling in the battle of honor and dignity in defense of their land, the holy shrines, the national constants and legitimate rights of their people and their nation.
- Very strongly condemns the criminal and barbaric aggression the Zionist occupation forces have waged against the Palestinian people in the Gaza Strip since the 27th of December 2008 which came after a siege that lasted for months where Gaza has been deprived from all means of every day life necessities such as water, electricity, food and medicine. This aggression is still going on where the Zionist war-planes are pouring down death and devastation in the form of atrocious massacres and a war of genocide the world has never witnessed since World War II. This has caused the death of more than 500 martyrs and the injury of 2000 people amongst whom there are dozens of children, women and old people. This has also caused the destruction of all governmental institutions, the infra-structure, and hundreds of residential houses and vital facilities in addition to converting the Gaza Strip including its hospitals and worshipping places into a big holocaust.
- The Conference notes that the treacherous Zionist aggression with all the killing, devastation and genocide crimes it is inflicting and perpetrating confirms once again the malicious, expansionist and aggressive policy of Israel, and crystal clearly confirms the fact that ever since its establishment on the basis of aggression in the mid 20th century, Israel has been and still is exclusively reliant on aggression as a means to achieving its ambitions and schemes which are essentially hostile to the Arab Nation and the Palestinian People in particular. Because of it's continued resort to aggression and its rejection of implementing the world legitimacy resolutions as well as its continued challenging of the will of the international community, Israel has become a rogue state which is hostile to peace. And all its allegations that it seeks peace in the region are no more than pretexts intended to cover its expansionist ambitions. The Conference also believes that the current aggression being waged against Gaza aims at achieving a set of short-run and long-run objectives that Israel and those who support and protect it have been endeavoring to accomplish foremost, among which being the destruction of the indomitable will of resistance and steadfastness the Palestinian People, and compelling them to comply with and surrender to its racist and expansionist schemes as well as its conditions and program for finding a solution to the Arab-Israeli conflict, a solution that would deny the Palestinians their right of repatriation and deprive them from establishing their independent and sovereign state, in addition to fueling a Palestinian-Palestinian conflict and preparing a context where Israel could impose its conditions on other Arab countries in any potential peace negotiations in the future as a prelude to achieving a final and comprehensive liquidation of the Palestine cause according to the Zionist perspective in this regard.
- The Conference commends and pays tribute to the popular anger stirred by the treacherous aggression throughout the Arab World and throughout several regions in the world at large manifesting itself in the demonstrations and sit-ins staged to denounce the aggression and call for its immediate stopping.
- The Conference notes that the escalating aggression against the Gaza Strip throws the region into the caldron of extreme tension and an extremely dangerous conflict whose consequences are completely unpredictable. For this reason, the Conference expresses its deep concern and greatest surprise at the stands taken by some super powers which are involved in the Middle East conflict foremost among which being that of the United States of America which manifested itself in its silence and unwillingness to take a constructive attitude that would condemn the crimes perpetrated by the aggressors and contributes to deterring this aggressor and its aggression. The Conference also denounces the stand taken by the UN Security Council whose statement has virtually treated the victim and victimizer on equal footing and called the two parties to end violence. This stand represents a kind of silence over the heinous crime represented by the aggression and provides a cover for the criminal whose act represents a challenge to the UN Charter and resolutions and the will of the international community as it has always been the case with this criminal.
- The Conference believes that the treacherous Zionist aggression against the Gaza Strip and the long duration of the unjust siege imposed there came amidst very bad Arab and Palestinian circumstances which Israel has optimally utilized to wage its aggression. These very bad conditions have manifested themselves in the absence of Arab solidarity, in the differences that distance Arab countries from one another and prevent their agreement on a unified Arab stand even in the face of crucial issues, in a tendency on the part of the majority of Arab countries to confine their efforts to promoting their individual interests at the expense of the pan-Arab interests which unify all Arab countries, and in the differences amongst the Palestinian which reached dangerous dimensions so much so that all attempts and good offices made in this regard failed to find a solution. All this has contributed to encouraging the Zionist enemy to commit its heinous crime against Gaza which aims, among other things, at promoting schism amongst Palestinian organizations with a view of making them confront one another.
- The Conference has the firm conviction that this treacherous aggression against Gaza is not exclusively directed against the HAMAS organization, as the Zionist propaganda and its media allege, and as the senior official of the outgoing American administration are propagating all the time. This aggression, as all previous and current evidences show, is directed against the Palestinian people as a whole in Gaza, in the West Bank and even in the Diaspora. It is an aggression that is directed against the very existence of the Palestinian people through targeting the will of steadfastness and adherence to the national constants and rights of the Palestinian people wherever they may be. This aggression also targets even the Arab and Islamic public opinion which is essentially supportive to the Palestinian people and their struggle and rights through intimidation and spreading the spirit of despair regarding the efficiency of resistance and confronting the excessive Israeli arrogance.
- The Conference asserts that the aggression on Gaza represents an act of aggression against the Arab Nation as a whole and, thus, confronting this aggression and foiling its objectives represent a responsibility that should be shouldered by all Arab countries. Top priority for the Arab Nation now, leaders, governments, and people, should be given to quickly and seriously act to immediately end this barbaric aggression waged against our steadfast people in the Gaza Strip.
The Conference believes that to achieve this objective, quick and various measures and acts should be taken at all levels:
- The quick convening of an emergency Arab summit meeting that would shoulder the responsibility of taking a unified Arabstand to face the aggression on Gaza, developing a unified Arab strategy that would confront Israeli aggressiveness in the future in addition to setting the stage for ending Arab differences, reviving Arab solidarity, and calling for the convening of an Islamic summit conference to support the Palestinian people.
- Completely ending internal Palestinian differences and urging Palestinian organizations to live up to the requirements of the responsibility that should be shouldered and to put all differences aside in order to quickly agree on an action plan that could enable them to confront, by all means available, the enemy which is sinisterly targeting all. The Conference welcomes the agreement of all Palestinian organizations to entrust the chairmanship of the Arab IPU with the task of sponsoring a Palestinian – Palestinian dialogue the aim of which is to unify Palestinian ranks in the face of challenges and dangers.
- Exerting all efforts to have the siege imposed on Gaza lifted and supply the Gaza strip which is disaster-stricken with food, fuel, medicines, and all the needs of citizens there, refer critical cases to Arab hospitals outside the strip, and organize an international relief campaign to help the citizens of the Gaza Strip face the repercussions and consequences of the aggression..
- Stopping all kinds of Arab –Israeli negotiations so that they could not be taken as a cover for justifying the continuation of the aggression.
- Launching a large-scale Arab move on the part of the Arab Inter-Parliamentary Union at the governmental, Parliamentary, popular and trade unions levels, with a view to reaching the centers of influence in world public opinion which could put pressure on Israel to immediately stop its aggression.
- The formation of an Arab Parliamentary Union delegation whose task is to tour decision – making capitals in the world and conduct talks with senior officials there in addition to contacting all regional and international parliamentary organizations and urging them to pressurize Israel through their governments to immediately stop its aggression.
- Exerting all efforts through regional and international legal bodies to set up international tribunals to try Israeli officials as war criminals who are violating human rights and perpetrating massacres in Gaza under the very eye of the world.
- Exerting all efforts to immediately stop Israeli settlement activities, dismantle the wall of racial discrimination, and release the detained Palestinian Legislative Council members and all the other Palestinian detainees in Israeli prisons.
- Establishing a popular fund at the chairmanship of the Arab Inter-Parliamentary Union in coordination with the Palestinian National Authority, the aim of which is to raise fund for launching projects that serve the interests of the Palestinian people.
- Declaring the Palestinian territories, specially the Gaza Strip disaster-stricken areas and, consequently, settling up an Arab – International Fund for reconstruction and funding a number of main development projects the aim of which is to help re-release the Palestinians labor and production force, in addition to demanding Israel to pay appropriate compensation for the damage the Palestinians have sustained as a result of occupation and aggression.
- Making quick appropriate contacts on the part of the chairmanship of the Arab Inter- Parliamentary Union and its General Secretariat with international parliamentary unions and organizations, Islamic organizations and unions, regional organizations, Euro- Mediterranean organizations and friendly ones with a view to raising their awareness of the danger of the Israeli aggression against Gaza and urging them to take stands that condemn the aggression, support the legitimate rights of the Palestinian people, and exercise pressure on Israel to stop its crimes and war against the Palestinian people.
- The Conference highly appreciates the large-scale popular solidarity with the struggle of the Palestinian people that has been expressed in all Arab countries and in the world at large. The Conference calls for the continuation of this solidarity and its consolidation.
- Calling all Arab and Islamic mass media to mobilize all their potential to help the voice of the Palestinian people reach the world public opinion and the world community.
- Declaring the session of this emergency Conference open to follow up the developments of the situation in the region and take the appropriate stands accordingly.
